2026年4月25日，海南省农业农村行业党委书记、省农业农村厅党组成员、副厅长柳晓磊率队赴海南省渔业协会开展调研座谈。行业党委专职副书记王光福，厅农村合作经济指导处三级调研员刘宝磊、渔业经济发展处三级调研员莫锟陪同调研。省渔业协会会长、高级顾问、副会长及会员企业代表参加座谈。

On April 25, 2026, Liu Xiaolei, Party Secretary of the Agriculture and Rural Affairs Industry Committee of Hainan Province, Member of the Party Leadership Group of the Department of Agriculture and Rural Affairs, and Deputy Director, led a delegation to the Hainan Fisheries Association for research and discussion. Wang Guangfu, Full-time Deputy Secretary of the Industry Committee, Liu Baolei from the Rural Cooperative Economy Guidance Division, and Mo Kun from the Fisheries Economic Development Division accompanied the visit. The President, senior advisors, vice presidents of the Association, and representatives of member enterprises attended the meeting.

会前，柳晓磊一行实地参观了省渔业协会党建文化阵地、宣传专栏及办公场所，对协会日常工作开展情况给予充分肯定。

Before the meeting, Liu Xiaolei and the delegation visited the Party-building cultural area, publicity section, and office facilities of the Hainan Fisheries Association, and gave full recognition to the Association’s daily work.

座谈会上，钟英西会长介绍了协会基本发展概况，并系统汇报了各项工作进展情况。

During the discussion, President Zhong Yingxi introduced the basic development of the Association and provided a comprehensive report on the progress of its key work.

一、坚持党建引领，夯实组织基础

协会始终坚持以党建为统领，常态化开展政策学习、党员培训、廉政教育和主题活动，规范组织管理，推动党建与行业经济发展深度融合。2022年8月新冠肺炎疫情发生以来，在省农业农村行业党委带领下，协会组织党员先后赴临高武莲渔港、儋州白马井中心渔港、乐东莺歌海中心渔港、三亚崖州中心渔港、陵水英州镇等沿海一线，向防疫人员捐赠医用口罩、矿泉水、食品等物资，总价值18万元，以实际行动履行社会责任。

1. Strengthen Party Leadership and Consolidate the Organizational Foundation

The Association has consistently upheld Party leadership by regularly carrying out policy learning, Party member training, integrity education, and themed activities, while improving organizational management and promoting the deep integration of Party building with fisheries economic development. Since the COVID-19 outbreak in August 2022, under the guidance of the Provincial Agriculture and Rural Affairs Industry Committee, the Association organized Party members to visit key coastal fishing ports and frontline areas, donating medical masks, bottled water, food, and other supplies worth RMB 180,000 to epidemic prevention workers, actively fulfilling its social responsibilities.

二、强化行业服务，精准赋能发展

依托党建引领，协会从以下五个方面全方位赋能渔业高质量发展：

2. Strengthen Industry Services and Support High-Quality Development

Guided by Party leadership, the Association has comprehensively supported the high-quality development of the fisheries industry through five key areas of work.

（一）调研考察与行业服务。持续深入全省12个重点渔业市县开展一线调研，赴广东、福建、山东、浙江、深圳等地学习先进经验；多次参与省人大农工委的，深度参与渔船管理改革、渔业法修订、休闲渔业管理办法制定等政策研讨；累计承办海钓大赛、产业论坛、招商推介、产销对接等重大活动10余场，有效提升了海南渔业的影响力。

(1) Research, Investigation, and Industry Services

The Association has continuously carried out field research in 12 key fisheries cities and counties across Hainan and visited Guangdong, Fujian, Shandong, Zhejiang, and Shenzhen to learn advanced industry practices. It has actively participated in policy discussions on fishery vessel management reform, fisheries law revision, and recreational fishery regulations. In addition, it has organized more than 10 major events, including sea fishing competitions, industry forums, investment promotion, and production-sales matchmaking activities, effectively enhancing the influence of Hainan’s fisheries industry.

（二）搭建金融助渔平台。2024年以来，积极搭建银协、银企对接平台，与中国银行海南省分行、浦发银行、海南农商银行等深化合作，开发“渔船贷”“养殖贷”“捕捞专项贷”“渔业产业链信贷”等专属金融产品，着力缓解融资难、融资贵问题。

(2) Building Financial Support Platforms for Fisheries

Since 2024, the Association has actively built cooperation platforms between banks and fisheries enterprises, strengthening partnerships with Bank of China Hainan Branch, Shanghai Pudong Development Bank, and Hainan Rural Commercial Bank. It has promoted specialized financial products such as fishing vessel loans, aquaculture loans, special fishing loans, and fisheries industry chain credit, helping to ease financing difficulties and reduce financing costs for fisheries enterprises and fishermen.

（三）助推渔港经济区建设。牵头推进总投资40.58亿元的东方感恩国际渔港项目，全程参与策划、规划、协调与落地保障，推动项目纳入省级渔港经济区重点储备，完成前期工程及防灾减灾招标，实现从规划到全面开工的重要突破；同时协助推进儋州排浦中心渔港、澄迈新型渔港、海口三联渔港等升级改造，联动海洋牧场、深远海养殖、冷链物流、渔旅融合等业态，构建现代化渔港经济体系。

(3) Promoting the Development of Fishery Port Economic Zones

The Association took the lead in advancing the Dongfang Ganen International Fishing Port Project, with a total investment of RMB 4.058 billion, by participating in project planning, coordination, and implementation support throughout the process. It helped include the project in the province’s key reserve projects for fishery port economic zones and completed preliminary construction and disaster prevention bidding, achieving a major breakthrough from planning to full-scale construction. At the same time, it assisted in upgrading key fishing ports such as Danzhou Paipu Central Fishing Port, Chengmai New Fishing Port, and Haikou Sanlian Fishing Port, while promoting the integration of marine ranching, deep-sea aquaculture, cold chain logistics, and fishery-tourism development to build a modern fishery port economic system.

（四）参与渔业交易平台建设。深化与贵州华夏生态交易中心、深圳国际金枪鱼交易中心、中国—东盟水产品交易中心的合作，构建集交易、溯源、品牌展示、线上线下融合于一体的流通体系，提升渔业市场化、标准化、品牌化水平。

(4) Participating in the Construction of Fisheries Trading Platforms

The Association has strengthened cooperation with Guizhou Huaxia Ecological Trading Center, Shenzhen International Tuna Exchange Center, and the China-ASEAN Aquatic Products Trading Center. It has helped build an integrated circulation system combining centralized trading, quality traceability, brand promotion, and online-offline services, improving the marketization, standardization, and branding of the fisheries industry.

（五）宣传与刊物。办好《海南渔业》杂志（已出版10期，发放8000余册）和官方公众号（推送资讯576篇，关注用户964人），系统解读政策、展示行业成果，提升协会影响力与公信力。

(5) Publicity and Publications

The Association has strengthened its publicity work through Hainan Fisheries magazine, which has published 10 issues with more than 8,000 copies distributed, and its official WeChat public account, which has released 576 industry updates and attracted 964 followers. These platforms help interpret policies, showcase industry achievements, and enhance the Association’s influence and public credibility.

协会顾问及企业代表围绕党建工作、水产养殖、海洋捕捞、海洋装备制造、渔业加工、渔业融资、海南渔业发展定位等几个方面进行了深入交流，聚焦行业突出问题、经营困难及政策落地瓶颈，提出具体诉求与建议。省农业农村厅相关处室负责同志认真听取、逐一记录，并结合各自分管领域逐一回应，表示将对意见建议进行系统梳理、专题研究、细化举措、跟踪督办，切实将调研成果转化为服务渔业高质量发展的实效。

Association advisors and enterprise representatives held in-depth discussions on Party building, aquaculture, marine fishing, marine equipment manufacturing, fishery processing, fishery financing, and the development direction of Hainan’s fisheries industry. They focused on key industry challenges, operational difficulties, and policy implementation barriers, and put forward specific suggestions and requests. Officials from the Department of Agriculture and Rural Affairs carefully listened, recorded each issue, and responded according to their respective responsibilities, stating that the suggestions would be systematically reviewed, further studied, and followed up to

柳晓磊在总结讲话中围绕本次调研提出三点要求：

In his concluding remarks, Liu Xiaolei put forward three key requirements for this research visit.

一、坚持以正确政绩观为引领，加强党的建设。牢固树立和践行正确政绩观，强化责任担当，充分发挥基层党组织战斗堡垒作用，以扎实作风推动协会工作提质增效。

1. Uphold a Correct Performance Outlook and Strengthen Party Building. The Association should strengthen Party building, enhance responsibility, and fully play the role of grassroots Party organizations to improve work quality and efficiency.

二、强化政策宣传解读，打造政策宣传重要平台。争取非涉密政策文件同步下发至协会，通过微信群快速直达企业和渔民；建立健全政策反馈机制，及时收集行业突出问题与困难，推动惠渔政策落地见效。

2. Strengthen Policy Promotion and Build an Important Policy Communication Platform. The Association should improve policy communication, ensure timely delivery of non-confidential policy documents to enterprises and fishermen, and establish an effective feedback mechanism to solve industry challenges and promote the implementation of fisheries support policies.

三、从严规范协会建设，发挥桥梁纽带作用。紧扣行业协会商会规范建设年要求，落实亲清政会关系正面清单和负面清单；主动承接政策宣传、行业培训、沟通协调等职能，提升服务质效和行业治理水平，更好服务海南自贸港海洋经济发展。

3. Strengthen Standardized Association Development and Fully Play Its Bridge Role. The Association should strengthen standardized management, promote clean and transparent government-association relations, actively undertake policy promotion, industry training, and communication coordination, and improve service quality and industry governance to better support the development of Hainan Free Trade Port’s marine economy.

本次调研座谈充分彰显了主管部门对渔业行业和协会工作的高度重视与有力指导。海南省渔业协会充分发挥桥梁纽带作用，及时反映企业诉求与发展难题，搭建政企沟通、共解难题的务实平台。下一步，协会将深入贯彻落实习近平总书记关于推动海洋经济高质量发展的重要讲话精神，牢记“推进中国式现代化，必须高效开发利用海洋，推动海洋经济高质量发展”的重要指示，紧扣冯飞书记提出的“向海洋要生产力、向海洋要增长点”的工作要求，持续凝聚行业共识，以更实举措推动海南渔业转型升级，为海南海洋经济高质量发展贡献更大力量。

This research visit and discussion reflected the strong support and guidance of the relevant authorities for the fisheries industry and the Association’s work. The Hainan Fisheries Association has actively played its role as a bridge between government and enterprises by responding to industry needs and development challenges, creating an effective platform for communication and cooperation. Moving forward, the Association will continue to strengthen industry collaboration, promote the transformation and upgrading of Hainan’s fisheries industry, and contribute to the high-quality development of Hainan’s marine economy.
