为深入贯彻落实海洋强国、交通强国重大战略部署，全面服务海南自由贸易港建设和现代化海洋渔业高质量发展，扎实推进产教融合、校企合作，破解海洋渔业、海工装备领域技能人才短缺难题，4 月 11 日，海南省渔业协会与陕西铁路工程职业技术学院（以下简称 “陕铁院”）校企合作交流座谈会在海口成功召开。

To thoroughly implement the major national strategies of building a strong maritime nation and a strong transportation nation, fully support the construction of the Hainan Free Trade Port, and promote the high-quality development of modern marine fisheries, as well as to actively advance the integration of industry and education and strengthen school–enterprise cooperation to address the shortage of skilled professionals in marine fisheries and marine engineering equipment fields, a school–enterprise cooperation exchange symposium between the Hainan Fisheries Association and Shaanxi Railway Institute was successfully held in Haikou on April 11.

陕铁院姜留涛主任一行 5 人到访交流，协会会长钟英西及相关负责人参加座谈。双方立足国家海洋发展大局，围绕海洋海工装备人才培养、输送及产教协同等事宜深入对接，共商校企合作、陆海联动、人才共育务实举措。

A delegation of five members led by Director Jiang Liutao from Shaanxi Railway Institute visited for exchange, while President Zhong Yingxi and relevant officials from the Hainan Fisheries Association attended the symposium. Based on the overall national marine development strategy, both sides conducted in-depth discussions on talent cultivation, talent supply, and industry–education coordination in the field of marine engineering equipment, and jointly explored practical measures for school–enterprise cooperation, land–sea integration, and collaborative talent development.

座谈会上，协会会长钟英西首先致辞，对陕铁院一行表示热烈欢迎，并详细介绍了海南省渔业协会发展概况、行业服务职能。他重点阐述，在海南自由贸易港建设全面推进的背景下，海南海洋经济、农业农村现代化发展迈入新阶段，深远海养殖、海洋牧场建设、渔业装备升级、海洋工程装备运维等领域蓬勃发展，对高素质技能型人才需求持续攀升，亟需优质教育资源赋能产业升级。

At the symposium, President Zhong Yingxi of the Hainan Fisheries Association began by warmly welcoming the delegation from Shaanxi Railway Institute. He then gave a clear introduction to the association’s development and its role in serving the industry. He highlighted that with the rapid progress of the Hainan Free Trade Port, the region’s marine economy and rural modernization have entered a new stage. Areas such as offshore aquaculture, marine ranching, upgrading of fishery equipment, and operation and maintenance of marine engineering equipment are growing quickly. As a result, the demand for highly skilled professionals is increasing significantly, and there is an urgent need for strong educational support to help drive further industrial development.

随后，陕铁院姜留涛主任介绍了学校概况：该校创办于1973年，是中国特色高水平高职学校、国家优质专科院校，被誉为铁路行业“人才摇篮”，形成以铁路工程类为主干的专业布局，累计培养高技能人才9万余名；同时重点介绍了学校产教融合成果，通过“四级对接”机制与300余家企业深度合作，开展订单培养，实现实训与产业链精准对接。

Then, Director Jiang Liutao from Shaanxi Railway Institute introduced the institute. Founded in 1973, it is a high-level vocational college in China and is known as a “talent cradle” in the railway industry. It has trained over 90,000 skilled professionals, with a strong focus on railway engineering programs. He also mentioned the institute’s achievements in industry–education integration. Through its “four-level linkage” system, it works closely with over 300 enterprises, providing order-based training and ensuring practical training matches industry needs.

双方围绕海洋海工装备领域人才培养与输送深入探讨，陕铁院相关负责人介绍了学校装备制造、工程运维等专业优势及人才培养方案，提出虽以铁路特色办学为主，但相关技术积累与海工装备领域契合，可依托现有资源定向输送复合型人才。双方达成共识，下一步陕铁院将赴海南开展专项招生工作，同时选派优秀教师、行业专家来琼，针对海南海洋渔业、海工装备领域开展急需人才短期培训，双方将建立常态化沟通机制，共建人才培养体系与实习实训基地，以陆海联动、产教融合实现校企共赢。

Both sides held in-depth discussions on talent training and supply in the marine engineering equipment field. Representatives from Shaanxi Railway Institute introduced the institute’s strengths in equipment manufacturing and engineering operation and maintenance, as well as its training programs. Although the institute primarily focuses on railway education, its technical expertise aligns well with the marine engineering sector, enabling it to cultivate and supply interdisciplinary talents. Both sides reached a consensus that Shaanxi Railway Institute will carry out targeted recruitment in Hainan and send outstanding teachers and industry experts to provide short-term training for urgently needed talents in marine fisheries and marine engineering equipment. They will also establish a regular communication mechanism and jointly build a talent training system and internship bases, achieving mutual benefits through industry–education integration and land–sea collaboration.
