2026年7月21日，海南省渔业协会、深海养殖先锋企业代表负责人与海南农商银行总行乡村振兴金融部总经理陈嘉、乡村振兴金融部资深专家莫敏及海口海联支行、海口东海岸支行负责人在海南农商银行会议室召开渔业产业融资专题座谈会。紧紧围绕老旧木质渔船更新改造、深远海网箱养殖等重点领域深入交流，通过长效合作平台，以金融服务助力海南自贸港海洋经济高质量发展。
座谈会上，海南农商银行相关负责人介绍年度渔业金融扶持计划，今年计划投放20亿元专项资金，全面覆盖渔船改造、水产养殖等经营需求。针对渔船更新改造金融服务事项，海南农商银行介绍了专项金融产品的设计思路，该产品可优化审批流程、降低融资利率，适配渔业经营主体的生产周期合理设定还款期限，进一步降低经营主体融资压力。海南省渔业协会及参会企业代表也就当前渔业产业发展中遇到的融资难点、金融服务需求作了现场沟通交流，双方就搭建常态化银企对接机制，推动多项合作达成初步共识。
会后，双方一致同意建立常态化沟通对接机制，以“渔船贷”、深海网箱产业贷、养殖贷三大产品为核心，依托协会平台下沉全省渔民、经营主体，用好海域、海上不动产抵押，扩大信贷覆盖面，切实满足渔民及渔业经营主体的融资需求，助力海南渔业产业转型升级。
下一步，海南省渔业协会将充分发挥行业桥梁作用，及时对接海南农商银行，帮助行业经营主体降低融资压力。双方将通过精准对接产业需求与金融资源，共同把渔业金融合作做深做实，助力海南海洋渔业产业转型升级，绘就自贸港蓝色经济发展的新图景。
Hainan Provincial Fisheries Association and Hainan Rural Commercial Bank Hold Meeting on Financing for the Fisheries Industry
On July 21, 2026, the Hainan Provincial Fisheries Association and representatives of leading deep-sea aquaculture companies met with officials from Hainan Rural Commercial Bank to discuss financing for the fisheries industry. The bank was represented by Chen Jia, General Manager of the Rural Revitalization Finance Department at its Head Office; Mo Min, Senior Expert in the same department; and the heads of the Haikou Hailian and Haikou East Coast branches. The meeting was held in a conference room at Hainan Rural Commercial Bank. Discussions focused on key areas such as replacing and upgrading old wooden fishing vessels and developing deep-sea cage aquaculture. The aim is to build a long-term cooperation platform and use financial services to support the high-quality development of the marine economy in the Hainan Free Trade Port.
During the meeting, representatives of Hainan Rural Commercial Bank introduced the bank’s annual financial support plan for the fisheries industry. This year, the bank plans to make RMB 2 billion in dedicated funding available to support a wide range of business needs, including fishing-vessel upgrades and aquaculture. The bank also outlined a special financing product for the replacement and upgrading of fishing vessels. The product is designed to simplify the approval process, offer lower interest rates, and provide repayment periods that reflect the production cycles of fisheries businesses, helping to ease the financial pressure on operators. Representatives of the Hainan Provincial Fisheries Association and the participating companies also shared the financing challenges facing the industry and discussed the financial services they require. Both sides reached an initial agreement to establish a regular channel for communication between the bank and fisheries businesses and to move forward with several areas of cooperation.
Following the meeting, both sides agreed to establish a regular communication and coordination mechanism. Their cooperation will focus on three main products: Fishing Vessel Loans, Deep-Sea Cage Industry Loans, and Aquaculture Loans. Using the association’s network, they will extend these services to fishermen and fisheries businesses across the province. They will also make better use of sea-area use rights and offshore property as collateral, expand access to credit, meet the financing needs of fishermen and fisheries operators, and support the modernization and development of Hainan’s fisheries industry.
As a next step, the Hainan Provincial Fisheries Association will continue to serve as a bridge between the industry and the bank. It will work closely with Hainan Rural Commercial Bank and help fisheries businesses ease their financing pressure. By matching the industry’s needs with the right financial resources, both sides will strengthen their cooperation in fisheries finance, support the modernization and development of Hainan’s marine fisheries industry, and help create new opportunities for the blue economy of the Hainan Free Trade Port.
