2026年7月14日下午,中船九院专家团队到访海南,与省渔业协会联合开展专项走访座谈,聚焦水产城项目开展深度交流。立足落实习近平总书记关于经略海洋、发展海洋经济的重要指示,响应省委冯飞书记“向海图强、再造一个‘海上海南’”的工作部署,本次座谈为项目规划建设筑牢前期根基,以专业设计力量助力海洋经济高质量发展。

本次调研由省渔业协会组织、中船九院马元佳主任带队,座谈期间,企业负责人介绍,传统商业综合体模式已经难以适配现阶段经济发展形势,该广场计划实施转型升级。打造高标准海南自贸港国际水产城,摒弃普通鱼货市场的浅层定位,搭建渔业全产业链渔业发展载体。企业坦言,项目在整体规划、产业资源导入、政策申报亟需依托行业协会、专业设计院所资源打通转型堵点。
与会各方围绕项目顶层定位、一二三产融合布局、政策适配规划路径展开充分研讨。会议明确,项目紧扣农业农村部相关文件精神,以推动渔民转产转业为核心目标,构建养殖、精深加工、水产交易、海鲜文旅一体化全链条发展模式。中船九院专家从工程整体规划、空间布局、业态配套等专业角度提出实操方案,各方同步围绕全球水产品流通渠道、全域文旅引流、政企资源对接交换思路。项目立足海南自贸港区位优势,旨在推动海南乃至全国优质水产品远销全球,吸引海内外游客来琼品鉴特色海鲜,搭建全国水产品大宗交易核心平台。

下一步,海南省渔业协会将联合中船九院持续全程跟进海南自贸港国际水产城项目建设进程,常态化搭建设计院、行业协会、政企对接交流平台,研究制定全方位产业帮扶举措,转型现代化海洋渔业综合体,以一二三产联动发展模式推动海南现代渔业提质增效,为全省海洋经济发展贡献力量。
China Shipbuilding Industry 9th Corporation Design & Research Institute arrives in Hainan to collaborate with the Fisheries Association in planning the construction of the Hainan International Aquatic City in the Hainan Free Trade Zone.
On the afternoon of July 14, 2026, an expert team from the China Shipbuilding Industry 9th Corporation Design & Research Institute visited Hainan and held a special discussion with the Hainan Fisheries Association to exchange ideas on the proposed International Aquatic Products City project. In line with President Xi Jinping's important instructions on developing the marine economy and implementing the work plan proposed by Hainan Provincial Party Secretary Feng Fei to "strengthen development through the sea and build another 'Hainan at Sea,'" the meeting laid a solid foundation for the project's planning and construction and aimed to support the high-quality development of the marine economy through professional design expertise.
The meeting was organized by the Hainan Fisheries Association and led by Ma Yuanjia, Director of the China Shipbuilding Industry 9th Corporation Design & Research Institute. During the discussion, the project representatives explained that the traditional commercial complex model is no longer suitable for current economic development and that the existing plaza is planned to undergo transformation and upgrading. The goal is to develop a high-standard Hainan Free Trade Port International Aquatic Products City, moving beyond the traditional concept of a fish market to create a comprehensive platform covering the entire fisheries industry chain. The company also noted that support from industry associations and professional design institutes is urgently needed in areas such as overall project planning, industrial resource integration, and government policy applications.
Participants held detailed discussions on the project's overall positioning, the integrated development of the primary, secondary, and tertiary industries, and the planning pathway aligned with relevant policies. The meeting confirmed that, in line with the relevant policies of the Ministry of Agriculture and Rural Affairs, the project aims to support fishermen in expanding and diversifying their livelihoods by building a complete industry chain that integrates aquaculture, deep processing of aquatic products, aquatic product trading, and seafood tourism.
Experts from the China Shipbuilding Industry 9th Corporation Design & Research Institute provided practical recommendations on overall engineering planning, spatial layout, and supporting facilities. Participants also exchanged ideas on expanding global aquatic product distribution channels, attracting tourists through integrated cultural and tourism development, and strengthening cooperation between government and businesses. Taking advantage of the Hainan Free Trade Port, the project aims to help high-quality aquatic products from Hainan and the rest of China reach international markets, attract domestic and overseas visitors to experience Hainan's specialty seafood, and establish a major national trading platform for bulk aquatic products.
Looking ahead, the Hainan Fisheries Association will continue working closely with the China Shipbuilding Industry 9th Corporation Design & Research Institute throughout the development of the Hainan Free Trade Port International Aquatic Products City project. The Association will continue building a regular cooperation platform connecting design institutes, industry associations, government agencies, and businesses, study and develop comprehensive industry support measures, promote the transformation into a modern integrated marine fisheries complex, and drive the coordinated development of the primary, secondary, and tertiary industries to improve the quality and efficiency of Hainan's modern fisheries industry and contribute to the development of the province's marine economy.
