7月15日，海南农商银行海口支行党委委员、副行长耿涛带队到访海南省渔业协会，围绕渔船更新改造、深远海海洋牧场项目开展融资专项座谈。继7月13日总行乡村振兴部完成初步对接之后，本次基层支行进一步细化落地实操方案。

本次座谈聚焦全省老旧木质渔船更新改造、深远海海洋牧场项目两大核心议题展开。海南农商银行设立5亿元渔业专项扶持额度，创新推出渔业船舶、深海网箱等“在建贷”产品，放宽渔民贷款准入条件，对全省渔业养殖项目加快放款力度，依托海域使用权、养殖设备抵押配套大额长期贷款，搭建完善的渔业保障体系。

双方达成一致，建立常态化清单推送、专场宣讲机制，协会牵头摸排全省渔业船舶更新改造、渔业养殖融资需求定向对接银行，简化审批流程、开通渔业贷款绿色通道，助力海洋经济高质量发展，再造一个“海上海南”。

Three Hainan Rural Commercial Bank Branches Visit the Hainan Fisheries Association for Discussions

On July 15, Geng Tao, Member of the Party Committee and Vice President of the Haikou Branch of Hainan Rural Commercial Bank, led a delegation to visit the Hainan Fisheries Association for a special discussion on financing support for fishing vessel upgrading and renovation and deep-sea marine ranching projects. Following the initial discussions held with the Bank's Rural Revitalization Department on July 13, this meeting focused on developing practical implementation plans at the branch level.

The discussion centered on two key topics: the replacement and upgrading of aging wooden fishing vessels across the province and the development of deep-sea marine ranching projects. Hainan Rural Commercial Bank has established a RMB 500 million special financing facility for the fisheries industry and introduced innovative "construction loan" products for fishing vessels and deep-sea aquaculture cages under construction. The bank will also relax loan eligibility requirements for fishermen, accelerate loan approvals for fisheries and aquaculture projects, and provide large, long-term loans secured by sea-use rights and aquaculture equipment, helping establish a more comprehensive financial support system for the fisheries industry.

Both sides agreed to establish a regular communication and project referral mechanism. The Hainan fishing vessel upgrades and aquaculture projects across the province and connect eligible projects with the bank. At the same time, the bank will simplify the loan approval process and establish a green channel for fisheries loans, supporting the high-quality development of the marine economy and contributing to the vision of building "another Hainan at sea."
