2026年7月13日，海南省渔业协会负责人与海南农商银行乡村振兴金融部黄博等相关工作人员开展专题座谈，围绕渔业养殖、船舶更新改造融资帮扶等核心议题深入交流，共谋渔业金融纾困相关举措。

座谈中，海南农商银行乡村振兴金融部相关工作人员详细介绍了针对本次赤潮灾情推出的灾后重建专项信贷帮扶安排，专门配套设立5亿元灾后复产专项信贷资金，覆盖海口、澄迈、儋州、临高、昌江等受灾重点市县。银行严格落实不抽贷、不断贷、贷款延期等暖心服务举措，受灾养殖户可申请新增信贷资金用于养殖补苗、维修养殖设备，同时可享受专属利率优惠。无论养殖户是否持有原有贷款，均可申请本次灾后金融帮扶支持，全力缓解养殖户灾后复产资金压力。

会上还着重研讨全省老旧木质渔船更新改造配套融资方案。针对渔民普遍无经营流水、抵押物不足、融资门槛较高的现实痛点，银行创新在建渔船预抵押模式，贷款期限最长可放宽至8年，审批速度加快。协会将依托自身行业优势，把惠民信贷产品推送至各渔业行业，打通金融服务落地“最后一公里”。

除此之外，双方还商定建立长期银渔联动机制。协会将充分发挥行业桥梁作用，协助银行摸排渔业行业融资需求、协助把关贷款资质；银行将持续优化渔船改造、水产养殖生产专属信贷产品，精准适配渔民、养殖户经营融资需求。后续协会负责人将走访银行高层，敲定战略合作协议与短期联合行动方案，建立常态化对接机制，提前建立自然灾害金融应急应对流程，持续完善渔业融资服务体系。

下一步，协会将联动海南农商银行，针对渔业船舶更新改造、养殖网箱建设推行在建贷模式，为项目建设期间提供信贷支持，切实破解行业融资难题，持续优化渔业融资环境，以金融活水助力海南热带渔业平稳健康发展。

Hainan Rural Commercial Bank Visits the Hainan Fisheries Association for a Fisheries Financial Services Discussion

On July 13, 2026, representatives of the Hainan Provincial Fisheries Association held a special discussion with Huang Bo and other staff members from the Rural Revitalization Finance Department of Hainan Rural Commercial Bank. The meeting focused on key issues such as financing support for aquaculture and fishing vessel upgrading and renovation, with both sides discussing practical financial measures to support the fisheries industry.

During the meeting, representatives from the Rural Revitalization Finance Department of Hainan Rural Commercial Bank introduced the bank's special post-disaster financial assistance program for areas affected by the recent red tide disaster. The bank has established a RMB 500 million special credit fund to support post-disaster recovery in heavily affected areas, including Haikou, Chengmai, Danzhou, Lingao, and Changjiang.

The bank will continue to provide supportive financial services by not withdrawing existing loans, not interrupting loan services, and allowing loan extensions where necessary. Affected aquaculture farmers can apply for new loans to purchase juvenile aquatic stock, repair aquaculture facilities, and restore production. They can also benefit from preferential interest rates. Whether or not farmers already have existing loans, they are eligible to apply for this post-disaster financial assistance, helping reduce financial pressure during recovery.

The meeting also focused on financing solutions for the replacement and upgrading of aging wooden fishing vessels across the province. To address common challenges faced by fishermen, such as the lack of stable business income, insufficient collateral, and difficulty obtaining loans, the bank introduced an innovative pre-mortgage financing model for fishing vessels under construction. Under this program, loan terms can be extended to up to eight years, and the loan approval process will be faster. The Association will make full use of its industry network to promote these financial products throughout the fisheries sector and help ensure that financial services reach fishermen more effectively.

In addition, both sides agreed to establish a long-term cooperation mechanism between the bank and the fisheries industry. The Association will continue to act as a bridge between the industry and the bank by helping identify financing needs within the fisheries sector and assisting in reviewing loan qualifications. The bank will continue improving specialized loan products for fishing vessel renovation and aquaculture production to better meet the financing needs of fishermen and aquaculture farmers.

The Association's representatives will also meet with the bank's senior management to finalize a strategic cooperation agreement and a short-term joint action plan. Both sides will establish a regular communication mechanism, develop financial emergency response procedures for natural disasters, and continue improving financial services for the fisheries industry.

Looking ahead, the Association will work closely with Hainan Rural Commercial Bank to promote the construction loan model for projects under development, supporting the upgrading of fishing vessels and the construction of aquaculture cages. This will provide financial support during project construction, help solve financing challenges within the fisheries industry, improve the fisheries financing environment, and use financial resources to support the stable and healthy development of Hainan's tropical fisheries.
