2026年7月13日，海口市副市长徐健超带队赴美兰区沿海片区，专题调研海南好又多渔业发展有限公司深远海养殖规划项目推进情况。海口市农业农村局副局长张宇、美兰区副区长宋延巍、区农业农村局局长吴亚毅一同参加调研。海南省渔业协会、海南好又多渔业发展有限公司相关负责人现场汇报项目整体规划与前期筹备情况。

为落实习近平总书记提出的“要树立大食物观，既向陆地要食物，也向海洋要食物，耕海牧渔，建设海上牧场、‘蓝色粮仓’”重要指示精神，美兰区政府积极谋划引进现代化深远海养殖产业项目。海南好又多渔业发展有限公司在美兰区布局深远海智能养殖项目，计划资金17.1亿投资建设标准化、智能化深远海养殖产业板块。项目规划采用高规格抗18级风浪养殖设施，具备强抗台风、抗海上灾害能力，配套智能养殖管控体系，建成后将有效提升渔业规模化、安全化、现代化发展水平，目前项目正处于前期规划筹备阶段。

      现场调研中，海口市副市长徐健超就深远海养殖产业发展作出工作指示。他强调，深远海生态智能养殖是海南渔业提质增效的重要方向，市、区各部门要高度重视渔业经营主体培育，全力扶持优质渔业企业布局产业；针对深远海养殖投入高、易受台风、赤潮等海洋灾害冲击的行业痛点，要加快完善专属养殖保险体系，筑牢产业风险防护屏障。各职能部门要主动靠前做好要素保障与政策服务，精准对接企业发展诉求，稳步推进项目前期筹备工作，助力美兰区打造现代化海洋渔业发展样板。

美兰区副区长宋延巍表示，美兰区将严格落实市级工作部署，持续跟进深远海养殖项目前期筹备工作，常态化联动海南省渔业协会、海南好又多渔业发展有限公司，精准对接解决产业发展需求，全力保障项目规划推进工作。

下一步，海南省渔业协会将持续发挥行业桥梁纽带作用，助推海南现代海洋渔业高质量发展。

Haikou Vice Mayor Xu Jianchao Leads Inspection of a Key Deep-Sea Aquaculture Planning Project

On July 13, 2026, Xu Jianchao, Vice Mayor of Haikou, led a site visit to the coastal area of Meilan District to inspect the progress of the deep-sea aquaculture planning project of  Hainan Haoyouduo Fisheries Development Co., Ltd. The visit was joined by Zhang Yu, Deputy Director of the Haikou Bureau of Agriculture and Rural Affairs, Song Yanwei, Deputy Mayor of Meilan District, and Wu Yayi, Director of the Meilan District Bureau of Agriculture and Rural Affairs. Representatives from the Hainan Fisheries Association and Hainan Haoyouduo Fisheries Development Co., Ltd.presented the overall project plan and the progress of the preparatory work.

To implement President Xi Jinping's important instruction to "adopt a broader approach to food security by obtaining food from both the land and the sea, developing marine farming, and building marine ranches and a 'blue granary”, the Meilan District Government has been actively planning to introduce modern deep-sea aquaculture projects.

Hainan Haoyouduo Fisheries Development Co., Ltd. plans to develop an intelligent deep-sea aquaculture project in Meilan District with a total investment of RMB 1.71 billion. The project will establish a standardized and intelligent deep-sea aquaculture industry. It will use high-standard aquaculture facilities designed to withstand Level 18 winds and waves, providing strong resistance to typhoons and other marine disasters. The project will also include an intelligent aquaculture management system. Once completed, it will significantly improve the scale, safety, and modernization of the fisheries industry. The project is currently in the planning and preparation stage.

During the site visit, Vice Mayor Xu Jianchao gave instructions on the development of the deep-sea aquaculture industry. He emphasized that intelligent and environmentally friendly deep-sea aquaculture is an important direction for improving the quality and efficiency of Hainan's fisheries industry. He called on both municipal and district departments to attach great importance to supporting fisheries enterprises and helping strong companies expand their operations.

He also pointed out that deep-sea aquaculture requires significant investment and is vulnerable to marine disasters such as typhoons and red tides. Therefore, efforts should be made to establish a dedicated aquaculture insurance system to strengthen risk protection for the industry. Government departments should provide timely policy support, ensure the necessary resources are available, respond to the needs of enterprises, and steadily advance the project's preparatory work to help Meilan District become a model for the development of modern marine fisheries.

Song Yanwei, Deputy Mayor of Meilan District, said that the district government will fully implement the city's work plans and continue to support the project's preparation. Meilan District will maintain close cooperation with the Hainan Fisheries Association and Hainan Haoyouduo Fisheries Development Co., Ltd.,respond effectively to the needs of the industry, and fully support the planning and implementation of the project.

Looking ahead, the Hainan Fisheries Association will continue to serve as a bridge between the government and the fisheries industry, helping promote the high-quality development of modern marine fisheries in Hainan.
