2026年6月26日，海南省渔业协会会长带队，联合海南宁波商会农业企业家团队赴文昌开展产业调研座谈，聚焦海洋经济升级、渔港运营提质、水产渔业产业合作等核心议题深度交流，精准对接文昌渔业产业发展需求。文昌市副市长诸迪锋，市政府办、市招商与投资促进服务中心、市工商联、紫贝公司等相关负责人出席座谈。

座谈上，诸迪锋副市长系统推介文昌综合资源禀赋与海洋渔业发展基础。文昌坐拥绵长海岸线与广阔海域空间，是海南自贸港东部重要陆海枢纽，叠加口岸通关、产业用地、税收扶持等自贸港配套政策，发展海洋经济、渔港经济区条件得天独厚。当地以冯家湾现代化渔业产业园为核心平台，集聚海兴农、勤富食品、康冠生物等优质水产龙头企业，形成热带水产种苗繁育、集约化养殖、水产品加工的完整产业体系，渔业产业基础扎实、特色优势突出。目前文昌正全力推进全域渔港经济区统筹布局，围绕现代水产养殖、渔业精深加工、冷链物流、渔旅融合等领域储备重点招商项目，持续做大做强海洋渔业产业规模。

双方重点围绕文昌渔港经济区整体规划建设、渔业产业集聚升级、海洋经济高质量发展等方向开展深度交流。海南省渔业协会结合全国渔业行业资源优势和实操经验，立足自贸港发展大势，针对文昌渔港经济区业态培育、产业赋能、资源整合等方面提出系统性发展思路与合作建议，并就全省渔业发展现状与提升路径交换意见。

会上，文昌市明确坚持渔港经济区整体规划、统一开发的发展思路，聚焦引进优质涉渔产业资源，带动地方海洋渔业提质增效。随行商会企业家也结合产业实践经验，为文昌现代渔业及渔港经济区多元发展提供有益参考。

此次座谈进一步夯实了省协会与文昌市的渔业产业合作基础。下一步，海南省渔业协会将在渔港经济区建设方面对接文昌各相关职能部门细化合作内容。各方将持续深化资源联动、政企联动、企业联动，精准导入优质涉渔产业资源与行业优势力量，全力推动文昌现代海洋渔业产业规模化、标准化、集约化发展，助力海南自贸港海洋经济高质量发展。

Hainan Sheng Yuye Xiehui Conducts Research and Symposium in WenchangJointly Discussing High-Quality Development of the Marine Economy Industry

June 26, 2026, the Chairman of the Hainan Sheng Yuye Xiehui led a delegation, together with the agricultural entrepreneur team of the Hainan Ningbo Shanghui, to Wenchang for an industrial research and symposium, engaging in in-depth discussions on key topics including the upgrading of the marine economy, improvement of fishery port operations, and cooperation in the aquaculture and fisheries industry to precisely align with the development needs of Wenchang’s fisheries sector, and the symposium was attended by Vice Mayor Zhu Difeng of Wenchang City, along with representatives from the Municipal Government Office, the Municipal Investment Promotion and Service Center, the Municipal Federation of Industry and Commerce, Zibei Gongsi, and other relevant departments.

At the symposium, Vice Mayor Zhu Difeng systematically introduced Wenchang’s comprehensive resource endowment and foundational development in marine fisheries. Wenchang boasts an extensive coastline and vast maritime space, serving as an important land–sea hub in the eastern part of the Hainan Free Trade Port, and benefits from supporting FTZ policies including port clearance facilitation, industrial land supply, and tax incentives, giving it exceptional advantages for developing the marine economy and fishery port economic zones. Centered on the Fengjiawan modern fishery industrial park, the local area has attracted leading aquaculture enterprises such as Hai Xing Nong, Qinfu Food, and Kangguan Biotechnology, forming a complete industrial system covering tropical aquatic seed breeding, intensive aquaculture, and aquatic product processing, with a solid industrial foundation and distinctive competitive strengths. Wenchang is currently advancing the integrated planning of a citywide fishery port economic zone, focusing on modern aquaculture, deep processing of fishery products, cold-chain logistics, and fisheries-tourism integration, and is actively preparing key investment promotion projects to continuously expand and strengthen the marine fisheries industry.

Both parties held in-depth exchanges focusing on the overall planning and development of Wenchang’s fishery port economic zone, industrial clustering and upgrading of the fisheries sector, and the high-quality development of the marine economy. The Hainan Sheng Yuye Xiehui, drawing on its national fisheries industry resources and practical operational experience, and in consideration of the broader development context of the Hainan Free Trade Port, put forward systematic development ideas and cooperation proposals regarding industry format cultivation, industrial empowerment, and resource integration within the Wenchang fishery port economic zone, while also exchanging views on the current development status and improvement pathways of fisheries across the province.

At the meeting, Wenchang City reaffirmed its development approach of adhering to the integrated planning and unified development of the fishery port economic zone, with a focus on attracting high-quality fisheries-related industrial resources to drive the improvement of efficiency and quality in the local marine fisheries sector. The accompanying entrepreneurs from the chamber of commerce also shared practical industry experience, providing valuable insights and references for the diversified development of Wenchang’s modern fisheries industry and the fishery port economic zone. This symposium further consolidated the foundation for fisheries industry cooperation between the provincial association and Wenchang City. Moving forward, the Hainan Sheng Yuye Xiehui will coordinate with relevant functional departments in Wenchang to further refine cooperation contents in the development of the fishery port economic zone. All parties will continue to deepen resource linkage, government–enterprise collaboration, and enterprise-to-enterprise cooperation, precisely introduce high-quality fisheries-related industrial resources and sectoral strengths, and fully promote the large-scale, standardized, and intensive development of Wenchang’s modern marine fisheries industry, thereby supporting the high-quality development of the marine economy in the Hainan Free Trade Port.
