为深入贯彻习近平总书记关于海洋经济高质量发展的重要指示精神，落实海南省政府“向海图强”战略部署，紧扣海南自贸港建设大局，推动区域渔业提质增效、加快优质养殖项目落地，5月17日，海口市美兰区副区长宋延巍带队，区农业农村局、招商服务中心相关负责人组成考察团，前往海南省渔业协会副会长单位海南好又多渔业发展有限公司，开展深海网箱养殖专项调研，好又多渔业董事长陈天佑全程接待并陪同，详细介绍企业发展及养殖实操经验。

考察团一行深入好又多渔业东方市标准化养殖基地，实地查看种苗车间、智能管控中心及养殖平台，详细询问深海网箱建设、抗风浪技术、苗种培育及产销对接等核心问题，重点了解企业规模化养殖、生态防控的成熟经验，为项目落地美兰区积累实践参考。陈天佑董事长结合基地运营实际，向考察团系统介绍养殖技术体系、运营模式及实操技巧，提供了可落地、可复制的实践案例。

调研座谈环节，双方围绕深海养殖项目落地美兰区的可行性、推进路径、技术支撑以及后续合作细节等核心问题，展开了深入交流与探讨。陈天佑董事长表示，作为海南省渔业协会副会长单位，企业愿意将成熟的养殖技术、标准化运
营模式引入美兰区，全力配合相关筹备工作，助力美兰区渔业产业升级。

宋延巍副区长表示，好又多渔业在深海养殖领域的技术实力雄厚、运营模式成熟，完全契合美兰区渔业发展的实际需求，希望双方以此次调研为契机，加快推进合作进程，尽快推动相关项目落地见效，实现资源优势转化，推动美兰区渔业产业高质量发展，更好地满足群众对优质水产品的需求。

此次调研有效搭建了政企沟通协作平台，实现了经验共享、优势互补，既为美兰区考察团提供了宝贵的深海养殖实践经验，也为好又多渔业落地美兰新项目搭建了重要桥梁。海南省渔业协会将发挥桥梁纽带作用，做好政企协调对接，协助双方细化合作方案、推进项目筹备，推动养殖项目顺利落地美兰区，助力美兰区完善渔业产业布局、提升产业竞争力，为全省海洋渔业高质量发展注入新活力。

Meilan District Government Delegation Visits Hainan Haoyouduo Fishery to Advance Deep-Sea Aquaculture Development in Meilan

To fully implement President Xi Jinping’s important instructions on promoting the high-quality development of the marine economy, support the Hainan Provincial Government’s strategy of “strengthening development through the ocean,” align with the overall goals of building the Hainan Free Trade Port, improve and upgrade the regional fishery industry, and accelerate the development of high-quality aquaculture projects, Song Yanwei, Deputy District Mayor of Meilan District in Haikou City, led a delegation on May 17. The delegation, which included officials from the District Agriculture and Rural Affairs Bureau and the Investment Promotion Service Center, visited Hainan Haoyouduo Fishery Development Co., Ltd, a vice-chairman member unit of the Hainan Provincial Fisheries Association. The delegation conducted a special investigation on deep-sea cage aquaculture. Chen Tianyou, Chairman of Haoyouduo Fishery, personally received and accompanied the delegation throughout the visit, providing a detailed introduction to the company’s development and practical aquaculture experience.

The delegation visited Haoyouduo Fishery’s standardized aquaculture base in Dongfang City, where they inspected the fry breeding workshop, intelligent control center, and aquaculture platform. They also made detailed inquiries regarding key aspects such as deep-sea cage construction, wave- and typhoon-resistance technologies, seedling cultivation, and production-to-market integration. Particular attention was given to the company’s mature experience in large-scale aquaculture and ecological disease prevention and control, providing practical references for the future implementation of similar projects in Meilan District. Based on the actual operation of the base, Chairman Chen Tianyou systematically introduced the company’s aquaculture technology systems, operational models, and practical techniques, offering practical and replicable case examples.

During the discussion session, both sides carried out in-depth exchanges on core issues including the feasibility of implementing deep-sea aquaculture projects in Meilan District, project advancement pathways, technical support, and details of future cooperation. Chairman Chen Tianyou stated that, as a vice-chairman member unit of the Hainan Provincial Fisheries Association, the company is willing to introduce its mature aquaculture technologies and standardized operational models into Meilan District and fully cooperate with the related preparatory work to support the upgrading of the district’s fishery industry.

Deputy District Mayor Song Yanwei noted that Haoyouduo Fishery possesses strong technical capabilities and a mature operational model in the field of deep-sea aquaculture, which fully aligns with the actual development needs of Meilan District’s fishery sector. He expressed hope that both parties would take this investigation as an opportunity to accelerate cooperation, promote the rapid implementation and effectiveness of related projects, transform resource advantages into development advantages, and drive the high-quality development of Meilan District’s fishery industry, thereby better meeting the public demand for high-quality aquatic products.

This investigation effectively established a communication and cooperation platform between the government and enterprises, enabling experience sharing and complementary advantages. It not only provided valuable practical experience in deep-sea aquaculture for the Meilan District delegation, but also built an important bridge for Haoyouduo Fishery’s future project implementation in Meilan District. The Hainan Provincial Fisheries Association will continue to play its role as a bridge and coordinating body by facilitating government-enterprise cooperation, assisting both parties in refining cooperation plans and advancing project preparations, and promoting the smooth implementation of aquaculture projects in Meilan District. These efforts will help improve the district’s fishery industry layout, enhance industrial competitiveness, and inject new momentum into the high-quality development of the province’s marine fishery sector.
