2026年5月7日，海口市美兰区副区长宋延巍率区政府办、区农业农村局、市自然资源和规划局美兰分局、区招商建设投资有限公司、新埠街道等部门负责人，赴海南省渔业协会开展专题座谈。

我会对美兰区政府一行表示热烈欢迎。并表示海南省渔业协会作为连接政府与渔业企业的重要桥梁，汇聚全省渔业产业链百余家会员单位，始终以服务会员、推动海洋渔业高质量发展为己任。本次座谈重点围绕如意岛海洋牧场及配套设施对接协调，推进项目中关键保障工作。

会上，双方就项目建设、海域使用政策、网箱组装临时场地、配套码头保障等事项深入交流。协会详细介绍会员企业项目投资计划与推进需求，美兰区各相关部门现场回应关切，明确将强化服务保障、加快协调落实，为项目顺利推进创造有利条件。

宋延巍副区长表示，美兰区高度重视海洋渔业发展，如意岛海洋牧场项目具有重要意义。区政府将全力做好服务保障，主动对接、靠前服务，切实解决项目推进中的难点堵点问题，支持优质渔业项目尽快落地见效。

座谈结束后，宋延巍副区长一行在钟英西会长陪同下，实地参观了协会办公场所及党建宣传墙，详细了解协会党建工作、组织建设、产业服务与会员发展情况，对协会党建引领行业发展的工作成效给予充分肯定。

此次座谈进一步密切了政企沟通，凝聚项目推进共识，为后续合作落地奠定坚实基础。下一步，海南省渔业协会将持续发挥桥梁纽带作用，强化跟踪对接与协调服务，全力推动海洋牧场项目加快落地，为海南海洋渔业高质量发展贡献行业力量。

Song Yanwei, Deputy District Director of the Meilan District People’s Government of Haikou City, accompanied by other officials, attended a Symposium and Exchange Session with the Hainan Fishery Association.

The Association extended a warm welcome to the Meilan District Government delegation. It stated that the Hainan Provincial Fisheries Association, serving as an important bridge between the government and fishery enterprises, brings together more than 100 member units from the entire fishery industry chain in the province. The Association has always taken serving its members and promoting the high-quality development of marine fisheries as its mission. This discussion focused on the coordination and alignment of the Ruyi Island marine ranch and its supporting facilities, advancing key guarantee work for the project.

During the meeting, the two sides conducted in-depth exchanges on issues such as project construction, policies for sea area usage, temporary sites for net cage assembly, and guarantees for supporting wharves. The Association provided detailed information on member enterprises' project investment plans and implementation needs. Relevant departments from Meilan District responded to concerns on the spot, making it clear that they would strengthen service guarantees and accelerate coordination and implementation to create favorable conditions for the smooth progress of the project.

Deputy Director, Song Yanwei stated that Meilan District attaches great importance to the development of marine fisheries, and the Ruyi Island marine ranch project is of great significance. The District Government will make every effort to provide service guarantees, proactively engage with the project, offer direct support, effectively resolve difficulties and blockages in project implementation, and support high-quality fishery projects in achieving rapid and tangible results.

After the discussion, Deputy Director Song Yanwei, and her delegation, accompanied by President Zhong Yingxi, visited the Association’s office space and the party building promotion wall. They gained a detailed understanding of the Association’s party building work, organizational structure, industry services, and member development, and fully affirmed the Association’s effectiveness in promoting industry development through party building leadership.

This discussion further strengthened communication between the government and enterprises, built consensus on project advancement, and laid a solid foundation for subsequent cooperation and implementation. In the next steps, the Hainan Provincial Fisheries Association will continue to play its role as a bridge and link, strengthen follow-up coordination and support services, make every effort to accelerate the implementation of the marine ranch project, and contribute to the high-quality development of Hainan’s marine fisheries.
