在中国共产党成立105周年、中共琼崖第一次代表大会召开100周年之际，2026年海南省新兴领域“两优一先”表彰暨“七一”主题党日活动于6月30日在海南广播电视总台演播厅隆重举行，活动以“自贸新力量 先锋显担当”为主题，通过纪实展播、情景朗诵、典型宣讲、表彰颁奖、重温誓词等多元形式，全景式展现新时代海南新兴领域党建工作的丰硕成果与党员先锋的时代风貌。活动现场，海南省委社会工作部部长、省委“两新”工委书记张应端致辞。

张应端在致辞中强调，受表彰的优秀共产党员、优秀党务工作者、先进基层党组织，是海南新兴领域党组织和党员中的模范代表，彰显了共产党员的先锋模范作用和先进基层党组织的战斗堡垒作用，全省新兴领域各级党组织和广大党员要以先进典型为榜样，见贤思齐、争先创优，大力营造崇尚先进、学习先进、争当先进的良好氛围；要坚持用党的创新理论凝心铸魂，树立和践行正确政绩观，引导广大新兴领域组织和群体坚定不移听党话、跟党走，确保正确发展方向；要持续扩大党的组织覆盖和工作覆盖，推动党建工作与生产经营相融相促，把党的政治优势转化为新兴领域的发展优势，把党建成效转化为现实生产力；要进一步增强党组织政治功能和组织功能，把党员组织起来、把人才凝聚起来、把群众动员起来，用心用情做实服务管理，优化营商环境，营造友好从业环境，维护合法权益，强化关爱凝聚，引导广大新兴领域组织和群体更加主动融入海南自贸港建设和治理大局。

会议宣读了表彰决定，50名优秀共产党员、50名优秀党务工作者、50个先进基层党组织代表受到隆重表彰。其中，海南省渔业协会党总支被授予海南省新兴领域“先进基层党组织”。这份沉甸甸的荣誉，是省委两新工委对海南省渔业协会党总支深耕渔业行业党建、赋能海洋渔业高质量发展的高度肯定，更是激励全体党员凝心聚力、实干争先、服务自贸港的强大动力。

长期以来，海南省渔业协会党总支始终坚持以党建为引领，立足渔业行业新兴领域、党员出海分散流动的行业特点，抓实党总支标准化、规范化建设，严格落实“第一议题”“三会一课” 等组织生活制度，常态化开展理论学习与专题研讨，筑牢基层战斗堡垒。针对渔业党员常年出海、分散流动、集中学习难的行业痛点，积极探索创新党员教育管理模式，推出“海上党课”等特色载体，实现海上、陆地党员教育管理全覆盖，持续引导全体党员筑牢思想根基、锤炼过硬党性，夯实海洋渔业产业发展政治根基。

党总支坚持把组织建设作为固本之基，优化产业链、作业线党组织布局，实现“陆地有阵地、海上有支部、作业有党员”，打通党建引领渔业发展“最后一公里”。凝聚渔船经营者、渔民、涉渔企业力量，常态化开展政策宣讲、技术推广、渔港帮扶、稳产保供、应急志愿服务等工作。坚持党建引领产业发展、服务渔民群众，推动党建工作与渔业主业深度融合。牵头创办行业刊物《海南渔业》，常态化推送渔业政策、养殖技术、市场资讯，成为渔民获取信息、交流经验的专属平台。紧扣全省渔业“往深海走、往岸上走、往休闲渔业走”发展部署，组织党员先锋队深入渔港渔村走访调研，全力助推深远海养殖、水产品加工、海洋牧场、休闲渔业转型升级，以红色力量赋能渔业高质量发展。疫情防控期间，组织党员奔赴全省各大渔港开展物资帮扶，主动扛起行业社会责任，在急难任务一线彰显渔业党员担当。

荣誉即是责任，表彰更是鞭策。下一步，海南省渔业协会党总支将珍惜这份荣誉、砥砺前行，持续深化党建与渔业养殖产业深度融合，充分发挥先进基层党组织示范引领作用，凝聚渔业行业合力、扛起海洋发展使命，为海南自由贸易港、海洋强省建设贡献蓝色红色力量。

On the occasion of the 105th anniversary of the founding of the Communist Party of China and the 100th anniversary of the First Representative Congress of the CPC Qiongya Committee, the 2026 Hainan Province Emerging Sectors "Two Excellences and One Advanced" Commendation Conference and "July 1" Themed Party Day Activity was grandly held on 30 June at the studio of Hainan Radio and Television Station. Centered on the theme "New Strength for the Free Trade Port, Pioneers Demonstrate Responsibility," the event showcased the remarkable achievements of Party building in Hainan's emerging sectors and the exemplary spirit of Party members in the new era through a variety of formats, including documentary presentations, thematic recitations, model representative presentations, commendation and award ceremonies, and the collective reaffirmation of the Party Membership Oath. During the event, Zhang Yingduan, Minister of the Social Work Department of the CPC Hainan Provincial Committee and Secretary of the CPC Hainan Provincial Committee's Commission for the New Economic and Social Organizations, New Social Organizations, and New Employment Groups ("Two New" Work Committee), delivered the opening address.

In his address, Zhang Yingduan emphasized that the commended Outstanding Communist Party Members, Outstanding Party Affairs Workers, and Advanced Primary Party Organizations are exemplary representatives of Party organizations and Party members in Hainan's emerging sectors, fully demonstrating the vanguard and exemplary role of Communist Party members and the fighting fortress role  of primary Party organizations. He called on Party organizations at all levels and Party members across the province's emerging sectors to take these advanced role models as benchmarks, learn from their exemplary conduct, strive for excellence, and foster a strong atmosphere of respecting, learning from, and aspiring to emulate advanced examples. He stressed the importance of continuously strengthening ideals and convictions through the Party's latest theoretical achievements, establishing and practicing a correct view of political performance, and guiding organizations and groups in the emerging sectors to unwaveringly follow the Party's leadership, thereby ensuring the correct direction of development. He further emphasized the need to continuously expand both the organizational coverage and work coverage of the Party, promote the deep integration and mutual advancement of Party building with production and business operations, transform the Party's political strengths into development advantages for the emerging sectors, and convert the achievements of Party building into tangible productive forces. In addition, he called for further enhancing the political and organizational functions of Party organizations by organizing Party members, bringing together talented individuals, mobilizing the public, strengthening service and management with dedication and care, optimizing the business environment, fostering a supportive working environment, safeguarding legitimate rights and interests, reinforcing care and cohesion, and encouraging organizations and groups in the emerging sectors to play a more active role in the overall development and governance of the Hainan Free Trade Port.

During the conference, the commendation decision was officially announced, and 50 Outstanding Communist Party Members, 50 Outstanding Party Affairs Workers, and representatives of 50 Advanced Primary Party Organizations were honored. Among them, the CPC General Branch of the Hainan Fisheries Association was awarded the title of "Advanced Primary Party Organization" in Hainan Province's Emerging Sectors. This prestigious honor represents the Hainan Provincial Committee's Commission for the New Economic and Social Organizations, New Social Organizations, and New Employment Groups ("Two New" Work Committee)'s high recognition of the Association's sustained commitment to Party building within the fisheries industry and its contribution to empowering the high-quality development of the marine fisheries sector. It also serves as a powerful source of motivation for all Party members to strengthen unity, strive for excellence through practical action, and contribute to the development of the Hainan Free Trade Port.

For many years, the CPC General Branch of the Hainan Fisheries Association has consistently upheld Party building as its guiding principle. In light of the unique characteristics of the fisheries sector—an emerging field in which Party members are often dispersed and highly mobile due to offshore operations—it has strengthened the standardized and well-regulated development of the General Party Branch, rigorously implemented organizational life systems such as the "First Agenda" and the "Three Meetings and One Party Lecture," and regularly carried out theoretical study sessions and thematic seminars to reinforce the fighting fortress role of grassroots Party organizations. To address the industry's longstanding challenges of Party members spending extended periods at sea, being geographically dispersed, and facing difficulties in participating in centralized learning, the Association has actively explored innovative approaches to Party member education and management by introducing distinctive initiatives such as "Party Lectures at Sea," achieving full coverage of Party education and management for members both offshore and onshore. These efforts have continuously guided Party members in strengthening their ideological foundations, tempering their Party spirit, and consolidating the political foundation for the development of the marine fisheries industry.

The CPC General Branch has consistently regarded organizational development as the foundation of its work by optimizing the Party organizational structure across the fisheries industrial chain and operational network, establishing a framework in which "there are Party positions on land, Party branches at sea, and Party members on every fishing operation," thereby opening up the "last mile" of Party-building leadership in promoting fisheries development. It has brought together fishing vessel operators, fishermen, and fisheries-related enterprises to carry out regular activities including policy dissemination, technical extension, fishing port assistance, production stabilization and supply assurance, and emergency volunteer services. Adhering to the principle of integrating Party building with industrial development and serving the fishing community, the General Branch has promoted the deep integration of Party-building work with the core fisheries industry. It took the lead in founding the industry publication Hainan Fisheries, which regularly provides updates on fisheries policies, aquaculture technologies, and market information, serving as a dedicated platform for fishermen to access information and exchange experiences. Closely aligned with Hainan Province's fisheries development strategy of "moving toward the deep sea, moving ashore, and advancing recreational fisheries," the General Branch has organized Party member vanguard teams to conduct field visits and research in fishing ports and fishing villages, actively supporting the upgrading and transformation of deep-sea aquaculture, aquatic product processing, marine ranching, and recreational fisheries, while empowering the high-quality development of the fisheries industry through the strength of Party building. During the COVID-19 pandemic, it organized Party members to travel to major fishing ports across the province to provide material assistance, proactively shouldering the industry's social responsibilities and demonstrating the commitment and responsibility of fisheries Party members on the front lines of emergency response.

Honor brings responsibility, and commendation serves as both recognition and motivation. Moving forward, the CPC General Branch of the Hainan Fisheries Association will cherish this honor and continue forging ahead by further deepening the integration of Party building with the aquaculture industry, giving full play to the exemplary and leading role of an Advanced Primary Party Organization, uniting the strength of the fisheries sector, shouldering the mission of marine development, and contributing the combined strength of the "blue economy" and "red Party leadership" to the development of the Hainan Free Trade Port and the building of Hainan into a strong maritime province.
